At UCLA, the Community Safety Oversight Committee (CSOC) reviews investigations of complaints from the campus community or general public (also referred to as civilian complaints).
Over the course of complaint review and in proactive efforts to evaluate UCLA Police Department culture department-wide, the CSOC reviews UCLAPD policies, procedures, practices and trainings, and makes recommendations when the CSOC identifies potential areas for improvement.
Who can file a complaint?
Any person directly affected by UCLA police misconduct may file a complaint. You do not need to be a UCLA student, staff, or faculty member, or a U.S. citizen, to file a complaint.
Anonymous complaints are accepted.
Why should I file a complaint with the CSOC?
It is the intent of UCLA to promote accountability, trust, and communication between UCLA, the UCLA Police Department, and the UCLA community by having a transparent, fully informed review of ongoing practices and procedures and addressing allegations of police misconduct by sworn officers quickly and appropriately. All complaints will receive a fair and objective review. The UCLA Compliance Office or independent external group engaged by the Compliance Office completes investigation reports and forwards them to the CSOC for independent review. Once reviewed, the CSOC documents recommendations and sends them to the Chief of Police.

- Improper arrest, search, seizure or stop
- Improper or inadequate investigation
- Improper police procedures
- Improper detention procedure
- Excessive force
- Discrimination
- Harassment
Important information about filing a complaint
- Please provide as much information as possible about the incident. Your complaint should include:
- Time, date, and location of the incident.
- Names and badge numbers of officers (if known).
- Names and phone numbers of witnesses (if known).
- Any documents related to the incident, such as photographs, citations, hospital records.
- The PAB can only investigate a complaint against UCLA Police Department personnel. Complaints against officers employed by other law enforcement agencies should be filed with the appropriate agency.
