What Is a CSA?
Under the Clery Act, certain individuals at UCLA are designated as Campus Security Authorities (CSAs). Campus Security Authorities are responsible for reporting allegations of Clery Crimes that are disclosed to them in their capacity as a CSA or that they may have personally witnessed. CSAs are essential to complying with emergency communication requirements and ensuring accurate and comprehensive campus crime statistics, and they play a critical role in UCLA’s compliance with the Clery Act.
Campus Security Authority is a Clery Act–specific term that encompasses four groups of individuals and organizations associated with the institution:
- A campus police department or a campus security department of an institution.
- Any individual or individuals who have responsibility for campus security but who do not constitute a campus police department or a campus security department.
- Any individual or organization specified in an institution’s statement of campus security policy as an individual or organization to which students and employees should report criminal offenses.
- An official of an institution who has significant responsibility for student and campus activities, including, but not limited to, student housing, student discipline and campus judicial proceedings.
- An official is defined as any person who has the authority and the duty to act or respond to particular issues on behalf of the institution.
What Should a CSA Report?
CSAs are required to report alleged Clery Crimes that occur within Clery Geography. Keep in mind that campus affiliation of the suspect or victim is not required; only the crime type and geography is relevant to Clery Act reporting. A CSA should not try to investigate the crime, apprehend the alleged perpetrator of the crime, or try to convince a victim to contact law enforcement if the victim chooses not to do so.
How Does a CSA Report?
If there is a serious or ongoing threat, please report to UCPD immediately or call 9-1-1 in an emergency.
CSAs can use the CSA Reporting Form (link) to report alleged Clery Crimes. CSAs are expected to immediately, or as soon as feasibly possible, report all Clery Crimes.
If you learn that someone may have experienced sexual assault, stalking, dating or domestic violence, or a different form of sexual violence, please provide the person impacted by the crime with Resources, Options and Support (link) and offer to connect them to law enforcement or Title IX.
